Aeronautical Telecommunication Network (ATN) over IPS

The Aeronautical Telecommunication Network (ATN) architecture and message exchange protocol suite is recognized as an integral pillar of the FAA NextGen program, the Single European Sky ATM Research (SESAR) program and the Japan Collaborative Actions for Renovation of Air Traffic Systems (CARATS). Transition of legacy FANS and ATN/OSI systems to a globally interoperable IP aeronautical network is expected for 2028. Airbus and Boeing are both including IPS on the roadmap as a line fit solution on their aircraft once standards for a new IP-based network infrastructure arise.

The scope of ATN/IPS applications includes ATC, 4D Trajectory negotiation, airline operations, Unmanned Aerial Systems (UAS) command and control, and SWIM services. The desire of ICAO, national regulators and the industry is to maintain the level of safety and security necessary for flight operations and at the same time leverage Commercial-Off-The Shelf (COTS) Internet implementations to a maximum extent.

In this complex situation, the transition to the future “aeronautical internet” is full of challenges that require the introduction of processes for equipment, network and application design and certification that are unknown in the aerospace industry. This will require buy-in from national ANSPs, Communication Service Providers, Aircraft Operators, Regulatory Authorities and State Authorities, along with industry organizations, including aircraft OEM avionics suppliers.

Our strong IP networking expertise, and our experience in multilateral working group decision-making, are influencing the creation of standards for tomorrow’s global aviation network. Specifically, we are active contributors to ICAO Aeronautical Communications Panel Document 9896, RTCA Subcommittee 223 Communications Profile and Minimum Operational Performance Standards (MOPS), and AEEC IP Suite for Aeronautical Safety Services.
